Question on EMF as air pollution

Transpower New Zealand( power lines) is trying to persuade the NZ authorities that electromagnetic radiation cannot legally be classified as air pollution – transpower advisers are trying to have written in to legal plans that say ‘The rules in this chapter of the plan do not apply to electromagnetic radiation or the generation of electric and magnetic fields.”
Please can you tell me if your countries accept EMR as a contaminant?? Or an research I can access which describes it as such.
