Physicist Paul Heroux of McGill University’s Medical School (in Montreal, Qc) tells me his very interesting course notes are public:

He has been recommending a 1 milligauss limit for a decade. He had adapted the Positron dosimetre to measure transient high frequencies in the 1996 McGill study that found very high cancer risk among overexposed Hydro-Quebec utility workers.
